We know that Europe has a system of railways, 175,000 miles long, and that on this network you can nowadays travel from north to south, from east to west, from Madrid to Petersburg, and from Calais to Constantinople,without stoppages, without even changing carriages (when you travel by express).  More than that: a parcel thrown into a station will find its addressee anywhere, in Turkey or in Central Asia, without more formality needed for sending it than writing its destination on a bit of paper.

This result might have been obtained in two ways.  A Napoleon,a Bismarck, or some potentate having conquered Europe, would from Paris,Berlin, or Rome, draw a railway map and regulate the hours of the trains. The Russian Tsar Nicholas I dreamt of taking such action.  When he was shown  rough drafts of railways between Moscow and Petersburg, he seized a ruler and drew on  the map of Russia a straight line between these two capitals, saying, "Here is the plan."  And the road ad was built in a straight line, filling in deep ravines, building bridges of a giddy height, which had to be abandoned a few years later, at a cost of about £120,000 to £150,000 per English mile.

This is one way, but happily things were managed differently. Railways were constructed piece by piece, the pieces were joined together,and the hundred divers companies, to whom these pieces belonged, came toa n understanding concerning the arrival and departure of their trains,and the running of carriages on their rails, from all countries, without unloading merchandise as it passes from one network to another.

All this was done by free agreement, by exchange of letters and proposals,by congresses at which relegates met to discuss certain special subjects,but not to make laws; after the congress, the delegates returned to their companies, not with a law, but with the draft of a contract to be accepted or rejected.

There were certainly obstinate men who would not he convinced. But a common interest compelled them to agree without invoking the hel pof armies against the refractory members.

This immense network of railways connected together, and the enormous traffic it has given rise to, no doubt constitutes the most striking trait of our century; and it is the result of free agreement.  If a man had foreseen or predicted it fifty years ago, our grandfathers would havet hought him idiotic or mad.  They would have said: "Never will you be able to make the shareholders of a hundred companies listen to reason!  It is a Utopia, a fairy tale.  A central Government, with an 'iron' director, can alone enforce it."

And the most interesting thing in this organization is, that there is no European Central Government of Railways!  Nothing!  No minister of railways, no dictator, not even a continental parliament, not even a directing committee!  Everything is done by contract.

So we ask the believers in the State, who pretend that "we can never do without a central Government, were it only for regulating the traffic,"we ask them: "But how do European railways manage without them?  How do they continue to convey millions of travelers and mountains of luggage across a continent?

É verdade que a expressão "ordem social espontânea" é muito ambígua (em certo sentido, se calhar até a moderna economia mista pode ser considerada uma "ordem social espontânea", no sentido de ser mais o resultado de uma série de acidentes históricos do que algo previsto de antemão pelos seus criadores, p.ex.), mas se lhe dermos o sentido de "ordem social que surge da cooperação voluntária e não da submissão a uma autoridade central", todo o capítulo "Livre Entendimento" d'A Conquista do Pão de Piotr Kroptkin (que dificilmente pode deixar de ser considerado "de esquerda") é uma ode a isso; sim, o anarquismo é uma corrente minoritária na esquerda (tal como provavelmente o liberalismo será uma corrente minoritária na direita - e na Península Ibérica, nem sei qual das duas seria historicamente mais minoritária na sua área respetiva), mas é suficiente para refutar a afirmação que "nenhuma esquerda será capaz de fazer o mesmo" (de qualquer maneira, a influência intelectual do anarquismo não é assim tão pequena - afinal, hoje em dia o mais popular intelectual de esquerda a nível mundial é capaz de ser o anarquista Chomsky, e David Graeber também tem estado na berra ultimamente; e, mesmo no campo marxista, na primeira década deste século o marxista intelectualmente mais influente era capaz de ser o Toni Negri, oriundo de uma sub-tradição - o "autonomismo" - que também simpatiza com o "espontâneo" e também não aprecia muito autoridades centralizadas; e para não falarmos na alegada influência anarquista na que é provavelmente a mais famosa revolução armada de esquerda da atualidade).

Já agora, mais ou menos a esse respeito recomendo (sem necessariamente a subscrever) a crítica de Brad DeLong ao livro "Seeing Like a State", de James Scott; não faço ideia de quais são exatamente as opiniões políticas de Scott, mas ele parece-me simpatizar com certos autores de esquerda, como Rosa Luxemburgo, Alexandra Kollontai (imagino que na sua fase "Oposição Operária", não na fase embaixadora de Estaline) ou Kropotkin; no entanto, DeLong nota que também há muitas semelhanças com Hayek e a Escola Austríaca, e que (estranhamente, segundo DeLong)  Scott pouco refere essas semelhanças (especulando que Scott quereria evitar parecer um defensor thatcherista dos capitalistas - nos comentários, alguns leitores sugerem explicações alternativas talvez melhores).

Claro que se poderá argumentar que aqui é mais uma similaridade semântica do que outra coisa qualquer - isto é, liberais de direita e libertários de esquerda até podem usar palavras parecidas, mas o conteúdo é completamente diferente. Mais exatamente, ambos podem ser contra a autoridade centralizada, mas provavelmente cada lado achará que o que outro pretende é coerção descentralizada, não liberdade (p.ex., suspeito que um liberal não achará que um prédio ou uma fábrica serem ocupados por uma comissão de moradores ou de trabalhadores seja muito melhor do que serem nacionalizados por decreto governamental; e, do outro lado, um ansoc ou um "autónomo" provavelmente também não acharão que a autoridade de um chefe num local de trabalho seja muito melhor que a autoridade do Estado).
